As the Project Portfolio Manager at the UW System PMO, Jo Carter has taken a large project team and shepherded it through the transition into a multi-project ongoing Project Management Office, overseeing work across all thirteen institutions and 27 campuses in the University of Wisconsin System. She's a former academic with an MBA/PhD in Communication, and she's worked as an IT project manager with Epic, WPS, and CUNA, among others. She's locally famous for wearing a pirate hat during a previous presentation here at PMI - Madison/South-Central Wisconsin.

Higher Education has largely missed the growth of project management as a profession, and many within this industry have no real idea of what project managers do or why they'd want to work with one -- despite the large and complicated projects that take place on university campuses. What's it like to be a project manager in that environment, and how does one establish credibility and build the right culture to allow for effective project management in that context? This presentation will provide a case-study look at the establishment of a central project management office within the University of Wisconsin System Administration, from its start as a large project team to its current state as a multi-project, multi-disciplinary enterprise office.
